Why it pays to compare roofers in California

Roofing is one of the few home trades where two quotes for what sounds like the same job can differ by a factor of three, and where the cheapest bid is frequently the most expensive decision. The difference is almost never the shingle. It is the scope: how many existing layers are being removed, whether the underlayment is being replaced or reused, whether flashing is new metal or the old metal re-bedded, who pulls the permit, who pays for disposal, and how many years the workmanship warranty actually runs.

• Licence and classification. Roofing is C-39 in California. Verify it at cslb.ca.gov before you sign, and confirm the licence name matches the contract name.
• Deposit limits. California caps home improvement down payments at $1,000 or 10% of the contract price, whichever is less. A large up-front demand is a warning sign, not a norm.
• Right to cancel. Contracts signed at your home generally carry three business days to cancel, five if you are 65 or older.
• Title 24. California's energy code sets cool-roof reflectance requirements for most residential reroofs. Ask which specific rated product is being installed.
• Fire rating. In a Very High Fire Hazard Severity Zone or State Responsibility Area, the roof assembly must be Class A with Chapter 7A ember-resistant detailing.
• Layer limit. The California Residential Code does not permit a new covering over two or more existing layers, or over a deteriorated deck.
